One thing worth mentioning before diving into the rankings is that Zenless Zone Zero remains one of the more balanced gacha action RPGs available today. While some characters are undeniably stronger than others, team synergy, proper builds, and player skill still matter a great deal. Even characters placed in lower tiers can clear challenging content when given enough investment and the right teammates.
For this tier list, all Agents are considered at Mindscape Cinema 0 (M0), meaning no duplicate copies are required. Rankings are based on overall damage output, team flexibility, utility, ease of use, and performance across current endgame activities.

Tier 0 Characters (SS Tier)
These are currently the strongest Agents in Zenless Zone Zero. They either dominate their specific role or provide such valuable utility that they fit into numerous top-tier teams.
Ye Shunguang
Ye Shunguang has quickly established herself as one of the strongest DPS characters in the entire game. Her Enlightened Mind state allows her to unleash enormous burst damage while maintaining excellent consistency throughout a fight. Unlike many high-end damage dealers that require extremely specific builds, Ye Shunguang benefits from innate CRIT Rate scaling, making her significantly easier to gear.
This ease of building combined with her incredible damage ceiling makes her one of the safest investments for both new and veteran players. Whether fighting bosses or clearing difficult endgame stages, she consistently performs at an elite level.
Yixuan
Yixuan is one of the most rewarding characters for players who enjoy mastering complex mechanics. Her ability to deal Sheer Force damage that ignores enemy defense gives her tremendous potential against high-level enemies. While she requires more practice than some other DPS units, skilled players can achieve some of the highest damage numbers currently possible in Version 3.0.
Miyabi
Miyabi remains one of the most feared damage dealers in Zenless Zone Zero. Frostburn damage continues to scale extremely well, and her powerful attacks allow her to maintain pressure on enemies from start to finish. Her signature W-Engine further boosts her already impressive performance, helping her remain firmly in the highest tier despite numerous new releases.
Astra
Astra continues to set the standard for support characters. She provides valuable Attack buffs, increases overall team damage, enables unique Chain Attack interactions, and even offers healing support. Very few characters can contribute as much value to a team as Astra, which explains why she remains one of the most commonly used support units in high-end content.
Yuzuha
Anomaly teams have become increasingly popular, and Yuzuha plays a major role in that success. She boosts Attack, increases Anomaly buildup rates, and enhances Anomaly damage. Players focusing on Disorder and Anomaly compositions will find it difficult to replace the utility she provides.
Sunna
Sunna specializes in increasing team damage through her unique Cat’s Gaze debuff while simultaneously enhancing teammates through Ether Veil. Her ability to improve overall damage output makes her one of the strongest support options available.
Lucia
Lucia combines offensive utility with survivability. She provides multiple buffs, enables Aftershock effects, and can even heal teammates when necessary. This versatility allows her to fit comfortably into many different team compositions.
Dialyn
Dialyn is currently one of the strongest Stun Agents in the game. She rapidly applies Daze while also increasing Attack and Rupture damage for teammates. Her upgraded Chain Attack interactions give teams additional opportunities to deal devastating damage during stun windows.
Ju Fufu
Ju Fufu excels as an off-field Stun character. Besides applying impressive amounts of Daze, she also increases CRIT Damage, boosts Ultimate damage, and helps teams generate Decibels more efficiently. Her utility package is so complete that many players consider her one of the most valuable support-oriented Stun units in the game.
Nangong Yu
Nangong Yu is particularly powerful in modern Anomaly teams. Her ability to enhance Abloom and Disorder effects significantly increases the damage potential of these compositions. She shines especially brightly during stun windows where her bonuses become even more impactful.
Trigger
Trigger offers something unique among Stun characters. Her long-range playstyle allows her to build Daze while remaining relatively safe. Combined with her Aftershock mechanics and flexible positioning, she remains one of the strongest and most comfortable Stun Agents available.
Tier 1+ Characters (S+ Tier)
These characters are incredibly powerful and often come very close to Tier 0 performance. Many players will clear all content comfortably using these Agents.
Velina
Velina is an excellent Anomaly Agent capable of applying powerful debuffs that increase team damage. She contributes strong personal damage while simultaneously improving the effectiveness of her teammates.
Promeia
Promeia excels at triggering Abloom and generating additional Decibels. This allows her to use Ultimates more frequently than many competing DPS characters, resulting in excellent sustained damage output.
Zhao
Zhao combines defensive utility, healing, and offensive buffs into one package. Her Ether Veil grants Attack and damage bonuses while her healing improves overall team survivability.
Evelyn
Evelyn specializes in dealing massive damage through Chain Attacks. Her ability to group enemies together also makes her highly effective against large waves of opponents.
Vivian
Vivian is one of the strongest off-field Ether Anomaly units currently available. She performs especially well in Disorder-focused teams where multiple Anomaly effects are constantly being triggered.
Soldier 0 Anby
Soldier 0 Anby builds White Thunder stacks that unleash devastating Aftershock damage. She performs best when spending most of the battle on the field continuously applying pressure.
Yidhari
Yidhari becomes increasingly dangerous as her health drops. Her low-health playstyle rewards aggressive players with impressive Ice Rupture damage and frequent Ultimate usage.
Aria
Aria is a powerful Ether Anomaly DPS capable of maintaining excellent damage once her Fandom Power mechanic is active. She offers a satisfying blend of consistency and burst damage.
Alice
Alice is one of the most efficient Assault and Disorder enablers in the game. Her ability to trigger these effects consistently makes her highly valuable in Anomaly-focused teams.
Seed
Seed functions as both a DPS and a secondary support. Her attacks hit hard, she is difficult to interrupt, and she provides useful benefits for other Attack-type teammates.
Starlight Billy
Unlike the original Billy, Starlight Billy is a serious threat. His Rupture-based kit allows him to deal tremendous Sheer Physical damage, especially when fighting at lower health values.
Banyue
Banyue uses Wrathful Fire stacks to enter enhanced combat states and unleash powerful combo attacks. Players who enjoy aggressive, combo-heavy gameplay will appreciate her design.
Yanagi
Yanagi remains one of the strongest Anomaly enablers in the game. Her ability to increase Disorder damage helps entire teams perform better, particularly when paired with different elemental Anomaly units.
Pyrois
Pyrois brings excellent flexibility thanks to his multiple Ultimate options. Being able to choose different Ultimates depending on the situation makes him adaptable to many encounters.
Cissia
Cissia offers a rare combination of strong damage and support utility. Her CRIT buffs and defense-ignoring Electric damage enhancements make her highly desirable for many team compositions.
Orphie and Magus
This duo specializes in off-field Fire damage while also boosting team Attack and reducing enemy defenses. They provide excellent value without requiring extensive field time.
Lighter
Lighter remains one of the strongest Fire and Ice support Stun units available. His Daze application and elemental buffs make him an excellent teammate for many popular DPS characters.
Hugo
Hugo’s damage potential skyrockets whenever enemies become stunned. Teams built around frequent stun windows can take full advantage of his impressive offensive capabilities.
Burnice
Burnice continues to excel as a Fire Anomaly specialist. Her ability to inflict Burn and deal off-field damage makes her extremely valuable in sustained damage compositions.
Tier 1 Characters (S Tier)
Jane
Jane remains one of the most reliable Physical Anomaly characters. Her mobility and Assault-focused gameplay make her both fun and effective. She performs especially well in Disorder teams where multiple Anomaly effects are constantly interacting.
Ellen
Despite the arrival of numerous new DPS units, Ellen remains a strong choice. Her mobility, smooth attack patterns, and powerful Ultimate continue to make her a reliable damage dealer.
Manato
Manato proves that A-Rank characters can still compete with stronger rarities. His HP-sacrificing mechanics reward aggressive players with surprisingly high damage output.
Qingyi
Qingyi remains one of the most versatile Stun Agents available. She builds Daze quickly and increases stun damage multipliers, making her useful alongside nearly every Attack-focused DPS.
Zhu Yuan
Zhu Yuan’s ranged attacks remain highly effective in Version 3.0. She shines particularly well when paired with dedicated Stun characters who can maximize her damage windows.
Harumasa
Harumasa offers excellent flexibility thanks to his ability to deal damage at both close and long range. His performance improves significantly against stunned enemies or targets suffering from Attribute Anomalies.
Lycaon
Lycaon continues to be one of the most reliable Stun characters in the game. His ability to shred Ice resistance keeps him relevant in Ice-focused team compositions.
Nicole
Nicole remains one of the best free characters available. Her crowd-control capabilities and defense reduction effects provide tremendous value for both beginners and veterans.
Lucy
Lucy combines support utility with off-field damage through her Guard Boar summons. Her Attack buffs remain useful across many team compositions.
Pulchra
Pulchra functions as a hybrid support and Stun character. She can build Daze from off-field positions while also improving Aftershock damage.
Soukaku
Soukaku remains a strong support option for Ice teams. Her Attack buffs, Ice bonuses, and Freeze utility continue to make her a valuable teammate.
Pan Yinhu
Pan Yinhu specializes in supporting Rupture characters through Sheer Force buffs while also providing useful healing support.
Caesar
Caesar offers one of the strongest defensive utility packages in the game. Her shields, Attack buffs, and respectable Stun capabilities allow her to fill multiple roles simultaneously.
Tier 2 Characters (A Tier)
Soldier 11
Soldier 11 remains a reliable Fire DPS. While newer characters have surpassed her overall performance, she still delivers respectable damage with relatively straightforward gameplay.
Grace
Grace continues to be a strong Shock-focused Anomaly character. Her ability to deal damage even while off-field gives her lasting value in certain team compositions.
Piper
Piper specializes in building Anomaly effects and increasing team damage. While her setup requirements can be somewhat demanding, she remains effective with proper support.
Rina
Rina’s PEN Ratio buffs remain useful, particularly in Shock-based teams. However, newer supports have reduced her overall ranking in the current meta.
Nekomata
Nekomata’s speed and mobility remain impressive. She performs best against groups of weaker enemies where her fast attacks and movement can be fully utilized.
Koleda
Koleda continues to function as a dependable Stun character. Her synergy with Ben remains one of her most notable strengths.
Seth
Seth provides shields and boosts Anomaly Proficiency, making him a solid support choice for Anomaly-focused teams.
Anby
As one of the game’s original free characters, Anby remains a dependable Stun option. Her Daze generation is still respectable, especially for newer players.
Tier 3 Characters (B Tier)
Anton
Anton can still perform well in Shock teams but struggles to compete with newer damage dealers that require less setup and offer higher damage ceilings.
Corin
Corin remains a capable single-target specialist. While she lacks strong area damage, she can still perform well against bosses when properly supported.
Ben
Ben focuses heavily on defense and survivability. His shields remain useful, especially when paired with Koleda, but his slower gameplay holds him back compared to modern alternatives.
Tier 4 Characters (C Tier)
Billy
Billy currently occupies the lowest tier due to his outdated design and reliance on stationary attacks. While experienced players can still achieve respectable results with enough investment, most other DPS characters simply offer better performance with less effort.
Three major factors were considered when ranking every Agent in Version 3.0.
First is overall damage output. Characters capable of dealing exceptional damage or significantly increasing team damage naturally rank higher.
Second is team flexibility. Agents who fit into multiple compositions or support a variety of teammates receive additional value.
Finally, ease of use plays an important role. Characters that consistently perform well without requiring perfect execution tend to achieve better real-world results for most players.
Version 3.0 has introduced some incredibly powerful characters while maintaining a surprisingly healthy balance across the roster. Ye Shunguang, Yixuan, Miyabi, Astra, and Yuzuha currently sit at the top of the rankings, but many Tier 1+ and Tier 1 characters remain more than capable of clearing every piece of content currently available.
While tier lists provide useful guidance, players should always remember that enjoying a character and understanding their mechanics often matters more than chasing rankings alone. A well-built favorite character can often outperform a poorly played meta pick, making team synergy and player skill just as important as tier placement.
