Before you can enter the bunker, interact with the note located outside the entrance.

Step 3: Find the Bunker Key on Terrapin Island
Travel to Terrapin Island.
If you look at the island from above, it’s shaped like a giant turtle.
Head toward the turtle’s head, then walk to the area beside its right eye.
You’ll find the Birch Cay Bunker Key lying on the ground.
Interact with it to add the key to your inventory.
Step 4: Unlock the Bunker
Return to Birch Cay and head back to the bunker.
Now that you have the key, you’ll be able to unlock the entrance and explore inside.

Inside the bunker you’ll find Carbon Meister.
Talk to him to begin the quest.
