Phase I: Pre-Transfer (3 Days)

Objective: Set Power Cap thresholds and assess potential destination States.

President’s Tasks:

Power Cap Threshold: Set a limit defining the maximum power a State can accept for entry.

Categorization: Identify States as either Leading or Ordinary based on their prosperity status.

Leading States have fixed Power Cap thresholds and cannot issue Special Invites.

Invitations: Presidents of Ordinary States can invite Chiefs above the Power Cap to join in Phase II.

Acceptance/Rejection of Chiefs: Review incoming transfer requests.

Approve Chiefs: Presidents can accept Chiefs who meet the Power Cap limit.

Reject Chiefs: Presidents may decline Chiefs based on various criteria.

Ordinary Chiefs’ Tasks:

  1. View Potential Destinations: Chiefs can browse eligible States and their statuses.
  2. Assessment: Evaluate target States based on prosperity and Power Cap thresholds.

Phase II: Invitational Transfer (2 Days)

Objective: Presidents invite Chiefs to transfer to their State.

President’s Tasks:

Issuing Invitations: Send invitations to Chiefs from other States.

Ordinary Invites: Sent to Chiefs who meet the Power Cap of the destination State.

Special Invites: Sent to Chiefs exceeding the Power Cap.
Note: Special invites sent in Phase II remain valid in Phase III

Receiving Invitations: Chiefs will receive invitations from various States during Phase II.

Sending Transfer Requests: Chiefs can express their willingness to transfer to a specific State by sending a request.

  • Await Response: Chiefs must wait for the President’s decision on whether their transfer request is accepted or rejected.

Phase III: Open Transfer (2 Days)

Objective: Chiefs transfer based on their own Power Cap eligibility.

  • First Come, First Serve: Transfers are available on a first-come, first-served basis, so it’s crucial to act fast as there is a Power Cap limit.
  • No President Approval: In Phase III, Presidents cannot accept or decline transfer requests.
  • Transfer Tickets Required: Chiefs still need transfer tickets to make the move.

Note: Depending on character age, certain States might not be visible, even if they belong to the same group (e.g., as noted by Felyn).
